The Ramsey Board of Education recognizes that, under specific circumstances, it could be mutually advantageous to offer limited subscription busing to Ramsey Public School students. Contracted busing would be offered to those students who reside over two miles of the elementary or middle school which they attend. The policy and procedures relative to subscription busing shall follow all applicable state laws and guidelines. There is no “from school” Subscription Busing for AM Kindergartners. There is no “to school” Subscription Busing for PM Kindergartners. Wrap-Around Program Kindergartners can be considered for transportation both ways. Full-Day ESL Kindergartners can be considered for transportation both ways. HOWEVER, on Delayed Opening days or if the wrap-around program is cancelled, parent would be responsible for transporting their child.
Subscription Busing Forms must be received back no later than 4:00 p.m. one week from the outer envelope's Postmark Date (or the date the envelope is received), with no exceptions. Applications received after that time and date will automatically be placed on a Waiting List.
The cost for Subscription Busing for the 2016-2017 school year is $680.00 per student per year.
Forms for Subscription Busing for the 2016-2017 school year have already been mailed out to Tisdale, Dater, and Smith School parents.
Hubbard School: No Subscription Busing

NOTE TO JOINT CUSTODY PARENTS:
The Joint Custody parent who signs the Subscription Busing Contract is legally responsible for full payment to the Ramsey Board of Education as specified above. The Ramsey Board of Education is not responsible for collecting payments from ex-spouses. Joint Custody students who are eligible for busing are entitled to one bus and one bus stop. This bus and bus stop will be at the student's primary residence only. Court Proof of which parent has primary residency for school purposes must be provided to the District Transportation Coordinator (Central Office) before student's busing can begin.
NOTE TO SPECIAL EDUCATION PARENTS:
Special Education parents whose child's IEP states that they need transportation will receive Special Education busing for free through the Special Services Department. Please contact your child's Case Manager. Parents of Special Education students who are NOT ELIGIBLE for IEP Special Education busing (i.e. Resource Room or Speech Language students) may apply for Subscription Busing.
REQUESTS FOR SUBSCRIPTION BUSING:
Subscription Busing is done on a lottery-selected basis only. Prior to the end of the school year, parents/guardians/families will be notified that the potential for subscription busing exists within their neighborhood. The terms and conditions of the selection process will be clearly described within the notification document. Parents/guardians/families must submit a written form request for subscription busing on an annual basis. There is no guarantee that students will win seats in consecutive years.
The terms of the subscription busing program are as follows:
1. Those seeking to participate in the subscription busing program must, in writing, request such transportation on an official Subscription Busing form to the District Transportation Coordinator (Central Office).
2. A child's name will be selected based upon available seating on established routes through a lottery system. Neither the Transportation Coordinator or any Administrators are involved in the actual selection process.
3. In the event siblings seeking transportation to the same school are entered into the lottery, siblings will be considered on an all or none basis.
4. Additional bus stops will not be added in order to accommodate students participating in the subscription busing program.
5. The cost of subscription busing will be determined on an annual basis using a formula incorporating state reimbursement, total numbers of seats available, administrative cost, and cost per seat on the established bus routes.
DETERMINATION OF SEAT AVAILABILITY:
Bus routes shall be determined over the summer. These bus routes will be designed based upon the need to transport students residing beyond the state-designated busing limit. When a bus is not filled to capacity, a number of seats may be allotted for normal route expansion. Remaining seats will be designated for the subscription busing.
a. The lottery for available seats will be conducted as soon as busing limit routes are determined. Names will be drawn to fill the available number of seats. Those students whose names have not been drawn, will automatically be placed on a Waiting List.
b. Parents/guardians/families will be notified of whether they have been selected for subscription busing after the drawing (before the end of the school year if at all possible). Additionally, parents/guardians/families will be notified of the related per student subscription fee at that time.
c. Once all information is complete, a contract will be mailed to each parent/guardian/family. Within one week of the envelope's postmark date (or the date the envelope is received), the signed contract and fee for the first-half year payment must be received by the District Transportation Coordinator. If the first-half payment is not received within one week of the envelope's postmark date (or the date the envelope is received), an alternate "Waiting List" student will be picked. If the second-half payment is not received by the specified date in October, the student will lose their subscription busing seat, and an alternate "Waiting List" student will be picked. If a parent/guardian/family should withdraw from the subscription busing program, they must notify the District Transportation Coordinator immediately, so that a Subscription Busing "Waiting List" lottery-selected alternate can be contacted.
TERMINATION OF SUBSCRIPTION BUSING:
The Ramsey Board of Education reserves the right to, with 30 days notification, terminate a subscription busing agreement. This termination would be based upon the recommendation of the Superintendent. Parties effected by termination would be contacted in writing.
ADDITIONAL BUS STOPS:
The Ramsey Board of Education reserves the right to add an additional bus stop on established routes. Such additions would be based upon the recommendation of the Superintendent. The full financial cost of additional stops would be borne by the parents/guardians/families of the subscription busing participants utilizing the new bus stops.
The Ramsey Board of Education shall not exclude any student/students who have won a busing lottery seat due to financial hardship. The Board of Education shall assume the cost of the seat/seats if it is determined that the student/students meet(s) the financial hardship criteria. In determining financial hardship, the criteria shall be the same as the statewide eligibility standards established by the State Board of Education for free and reduced price meals under the state school lunch program. Those qualifying for the free or reduced lunch program are entitled to free subscription busing only if selected in the lottery to begin with. By signing the Subscription Busing Contract, parents of students requesting free-and-reduced lunch program status certify that:
1) Your household is income-eligible for the Free-and-Reduced Lunch Program.
2) You will return a filled-out current year Free-and-Reduced Lunch Program Application to Central Office
before the end of September. (Applications are sent out in August.)
3) Should your family become ineligible for the Free-and-Reduced Lunch Program at any time, you must
contact the District Transportation Coordinator immediately with that information.
4) You understand and agree that if you give false information, you child may lose their Subscription Busing,
and you may have to pay for any Subscription Busing which your child already received.
Note: The term busing limit shall refer to the "over two miles" via the shortest distance grades K-8 limit and the "over two and one-half miles" via the shortest distance grades 9-12 limit as set by the State of New Jersey.
